NOTIFIED: 13 October 2012
Waimakariri District Council has accepted for
public notification privately initiated District Plan
change request P019 under clause 25 of the first
schedule of the Resource Management Act 1991.
Proposed Private Plan Change P019 has been
initiated by B A Freeman Family Trust seeking to
rezone 100A (Pt Lot 2 DP 48205), 116 (Lot 3 DP
48205), 120 (Lot 1 DP 47469), 122 (Pt Lot 1 DP
16789) and 126 (Lot 2 DP 431710), Main North
Road, and 50 (Lot 1 DP 19894), 70 (Lot 1 DP
82046), and 82 (Lot 2 DP 82046) Parsonage
Road, Woodend, from Rural to Residential 2. The
rezoning covers an area of approximately 23
hectares adjacent to, and immediately north-east
of Woodend, and generally between Parsonage
and Main North Roads.
To enable this, proposed Private Plan Change
P019 introduces an Outline Development Plan to
the District Plan, amendments to other planning
maps as required and additions and amendments
to rules. The changes proposed are:
• Amendments to District Planning Map 128 to
show Residential 2 Zone;
• Insert new District Planning Map 172
(Northeast Woodend Outline Development
• Insert a new definition of Net Density in
Chapter 1 -- Definitions;
• Amend Rules 18.104.22.168, 22.214.171.124 and 31.3.2
to include reference to new District Planning
• Amend Rule 126.96.36.199 to include reference to
new District Planning Map 172 and simplify the
• Amend Rule 188.8.131.52 to include reference to
new District Planning Map 172 and reference to
net density ;
• Amend Rule 184.108.40.206 to include clause z
referring to Northeast Woodend Outline
• Amend Rule 220.127.116.11 to include reference to
Northeast Woodend Outline Development Plan;
• Insert new Rule 32.4.5 in relation to subdivision
of Lot 1 DP19894 within the Northeast
Woodend Outline Development Plan area;
• Any consequential amendments as necessary.
Proposed Private Plan Change P019 is available
from the following Council Service Centres and
Rangiora Service Centre, 215 High Street, Rangiora,

Any person may make a submission on a Plan
Change. Submissions must be in writing and in the
prescribed form (Form 5) in the Resource
Management (Forms) Regulations 2003 or similar.
Forms are available from the Council Offices listed
above and on the Council s website.
Once all submissions have been received, the
Council will prepare and publicly notify a summary
of the submissions. All the submissions will be
available for public inspection. There will be an
opportunity for anyone to make a further
submission in support of, or in opposition to any of
these submissions. Council hearings will then be
arranged to consider all submissions, and
decisions will be made. Anyone who has made a
submission will have the right to attend the hearings
and present his or her submission. Generally,
anyone who has made a submission also has the
right of appeal against a Council decision to the
